Sovereign and 1 hero always "off" the map in combat

I'm playing on steam, main scenario, no mods. Learning the game.

At some point recently in almost every combat, my sovereign and 1 "mage" character are off on the edge of the map, where they cannot move or do much. This has led to unnecessary losses of units etc and is making the game very frustrating to play.

Any idea what could be causing this, can it be fixed, will it re-happen if I restart the game

As a first play on this I don't need weird bugs that are this annoying. I'm quite close to just writing the game off as a bad purchase and move on, but as a very long Stardock supporter I have more patience for this game than I would for another.
